I'm a citizen of the USA. My father was born in Scotland and moved to the USA at age 4. Does this qualify me for a Scottish passport (or EU passport). If so, what is the procedure/

It would be a UK passport, there is no Scottish passport. If your parents did not register your birth abroad when you were born you will need to register yourself. There are different forms depending on what year you were born, whether your parents were married or not, etc.
