Renewing Permesso in Covid times

My husband and I have lived in Liguria for 6 yrs. We have to renew our Permesso di Soggiorno every 2 yrs and need it in order to apply for our health insurance. The problem is we started our renewal as usual in Sept and had our fingerprint appt soon after...now we wait...It's been 4 months and I'm getting worried (it's usually 2-3) plus we have no health insurace until it arrives. Does anyone have any suggestions? Has anyone heard anything about vaccinations? When and where? I do check online with the Questura but it continues to say 'in process'...should I go to the Questure in person? Thank you
