Escritura Publica?

I'm jumping through the hoops (a second time around) to obtain the TP10 spousal visa. The first time I tried I didn't have the "Escritura Publica de Union Marital de Hecho." just a "Declaration Extraproceso .....". The latter, although it is witnessed and notarized, is not considered the appropriate document for a spousal visa application.

I was told that a long form birth certificate was necessary to obtain the Escritura Publica. No problem, got it along with a certified copy on my last visit to Canada. Now the notaria here in Pitalito (Huila) says I need to go to the Canadian embassy in Bogota and have the birth certificate translated into Spanish. I'm skeptical and reluctant to make another wasted trip to Bogota.

Does anyone here have any recent experience in obtaining the Escritura Publica? I'd sure like to know exactly what is required before making a second trip for a visa. Is the embassy able to provide a translated birth certificate? Or do I need to find a private translator?

Also will I need a translated divorce declaration? At the notaria the girl on the desk mentioned that, too, but the dude in the back office said it wouldn't be necessary.
