I just wanted to share the chronicled events of dealing with an absconded child here in Colombia. Absconding with a child is not deemed a parental kidnap as long as you have custody. Nonetheless, travel outside of Colombia is prohibited without the written consent of the noncustodial parent. .

The police, fisicalia, and Guala are not really helpful without the registro civil. I would rate the r/c as carrying the weight of gold. The prueba de ADN (dna) test is okay but does not motivate anyone to help. Along with the sentencia (court documents), nothing compares to the reg civil.

I have found an app that is called cedula verification translated from spanish that one can use to give you all sorts of information on an individual e.g. as general location information of an individual such as a last voting polling place , current EPS and a slew of other processes against a person that will narrow down your search. What it does not tell you is the exact address of an individual. For example, in my tracking of a Colombian, I was able to obtain information that this person is affiliated with the government's SISBEN and ,in turn, gave me this person's EPS. Not to deviate from the topic but I noticed a curious segment in SISBEN that allows a foreigner to apply for low cost medical care. I can now see why there are so many missing people in Colombia. However, it's not because there isn't a lot of information out there but because people do not realize that anything on the net stays around for a while. For example a picture is worth a thousand words. You bet it is. You can often just right click on the picture and have a search provider search for it and if you're lucky they have an account somewhere . Some pictures even carry location coordinates, along with the time and place as to where the picture was taken.
