Refused US Visitor Visa

Just trying to understand a little....and see if anyone has some advice....

First of all, I am Canadian and do not need a visa for travel to US. The wife of course, being colombiana, does. I have a Colombia spousal visa.

We applied for, and got the Canadian visa and based on that booked our return tickets from Colombia to Toronto.
Upon successful receipt of the Canadian visa, we also wanted to apply for a US visitor visa.
The plan was to do some of my financial business and tourist things in Toronto for a week, see the Niagara, catch a bus (or train) from Buffalo to Washington DC, spend 4-5 days or so in DC/Baltimore and do the touristy things, (I told my wife that DC was an amazing place to visit) catch a train from DC to Montreal, and then Montreal to Ottawa to Toronto for the flight home. Therefore, after receiving the Canadian visa, we applied for a US visitor visa for her.

The wife has two minor aged daughters, who were remaining in Colombia while we travelled. Also all of her family (mother, father, brothers sisters etc) We provided info on the return ticket, our agenda, etc.......

Imagine the surprise when the visa was refused because the interviewer did not believe that my wife was going to return to Colombia!!!

Anyone have similar issues??? Advice???

We plan to visit the US Consulate in Toronto and see if we can reapply while in Canada.
