Why Colombia is a 3rd World Country

- and until bureaucratic matters such as the one I am about to describe are eliminated, it always will be.

Here's the scenario. I'm discussing an issue with my lawyer. To be clear, she was born, educated (law degree at Universidad de Antioquia) and lived here all of her life. She operates a one person law practice in Laureles. I am temporarily incapacitated and she offered to help me contact a specific office of the Inspeccion de Policia on a personal matter.

She then spent the next 45 minutes - I'm not exaggerating - on the phone trying to find the phone # and then, when given a number and calling it, being told that it wasn't the right number. After 45 minutes of this she had made zero progress!

Since our time together was limited I finally persuaded her (she's obstinant and didn't want to give up) that we had to leave it and move on to the legal matters we were there to resolve.

If an educated professional who presumably knows the ropes cannot navigate Colombian bureaucracy, how are we mere mortals, and extranjeros, expected to?
