Drivers License Frustration

I still have the old style Colombian Drivers License which has no fecha de vencimiento on it. Remarkably according to RUNT it is good until 2022. However I'm told the old style license, lacking a date of expiration can not be used for car rental in the US. I'm planning a trip in September when international flights are supposed to open up so I need to renew now and get an updated license. In order to renew your license in Colombia you must first get a medical exam by a doctor authorized by Transito. When I tried to make an appointment I was told they can only give the exam to nationals i.e. holders of a Colombian cedula until the end of the cuarentena.. A Resident cedula doesn't count for some reason and I must wait for the cuarentena to be lifted before I can get the required exam. This is frustrating because in all likelihood with cases increasing President Duque will extend it yet again. If that keeps happening I will run out of time and have to postpone the trip until winter when I really don't want to be there. I do have a US license but as luck would have it it expires in August.
