Health insurance requirement with visa application, not EPS

Last try to see if anyone knows what I'm talking about. Plain and simple, this facilitator had this to say about seguros para adultos mayores antes de entrar Colombia con intencion solicitar pensionado visa:

"Mr. Martin good afternoon

I'm sorry for the late reply, my name is Santiago I work for expatgroup.co the leading company for legal and immigration affairs in Colombia.

Answering your two questions:

1. We can handle the legalization process if you are here in Colombia, in the USA the process is taking more than 2 months, but here we can make it.
2. You can come as a tourist without the insurance, but for the visa application it is completely mandatory to attach the travel insurance, for a persona of your age, we can offer one insurance valid for a year with one only payment of 1290 USD.

Note insurance requirement. Amount is high because of my age.

But chatted with Inter-Col. And the chat was in Spanish. They didn't know what I was talking about and knew of no such requirement by CO law.

Are some just being scammed by this purported requirement. I went to the government website and found absolutely nothing on this.
