long term car rental or car leasing in Colombia?

we are a German family, members of the German ADAC, and we are planning a long-term round trip through South America starting in summer 2023 (Columbia, Peru, Bolivia, Chile, Argentinia, Uruguay, Paraguay, Brazil, Venezuela, Trinidad/Tobago, Carribbean). I would like to ask two main questions:

1) Now we have read about two different international driving permits.

- Most of these countries accept the International Driving Permit according to the 1968 Vienna Convention on Road Traffic - this permit has already been issued to us some weeks ago here in Germany, and it is valid for three years.

- Some countries, however, do not accept this IDP according to the 1968 Vienna Convention, but seem to demand a IDP according to the 1949 Geneva Convention. In which countries would we need this IDP (Bolivia? Chile? Brazil? Others?)? Are there countries that accept both IDPs? And who (where) would issue the IDP according to the Geneva Convention for each country demanding it?

2) Is it possible as German residents to buy a car in Colombia to travel through South America? Or would you rather recommend to long term rent a car - and where could we get serious information on car sellers and car rentals (long term rental/ leasing)?
