Lost/Stolen or??? pkg

So, a friend mailed with USPS a 21Lb. box of art supplies that went through customs and has disappeared. My tracking # shows it went through customs, and the last message was pkg. was being held for payment of customs and customer being notified.
The PO here says they do not have the tracking #, it doesn't exsist, it was used in 2015 for a pkg delivered to Medelllin etc. They say they can do nothing and I need to contact USPS. I have all the photos to show the tracking through customs but still no help. I've never received a notice which usually shows up the day after it goes through customs. my friend filed an inquirery with the USPS and they said it will take up to 30 days. It's been about 2 weeks and still nothing.. PO here pretty much won't even speak to me any more since according to them the pkg. was never received here. Yes, it makes no sense.
Anyone have any experience with this and does anyone KNOW what else I can do? I have plenty of ideas (none of which worked), so someones real experience would be helpful.
I have another post asking about mail forwarding services if you care to ans. that one. It's the post that says "SEARCH FORUM" does not work. I'm more than a little upset this box has gone missing. It was a gift from the mother of a friend who recently died and we use to paint together virtually, so it has both monetary and sentimental value.
