Social Security, again

So, I must be behind in SS news. Has anyone received a COLA letter or anything from SS? In 17 years I've not received a thing, but now it's important. I've been in Contact with the SS in S. D. for several months, complaints and threats to even get a minimal response. It took them 6 months to reinstate suspended benefits, and that was only after I told them I had to contact Bogota for emergency funds and help (which I didn't actually do). Then another 3 months to get my back pay with no explanation of how they came to that total. (That was after another health related threat they would be responsible for). I'm still needing to know how they got that amount and a 1099. I don't have anymore believable threats, and cannot get ans.
I personally have never received an awards letter, 1099, or COLA letter, This month I got 2 checks (12/30, 2 different amts), but I don't get SSI or SSD just regular SSA, so I'm not sure if I'm overpaid, or what??? Anyone better informed than me? I've googled everything, but see no reason for the second check, a different amt. than my regular SSA with the COLA increase. Help anyone???
