Where to Settle

I have been considering relocating to Colombia for several years now but covid put a halt to it until recently. Now that things seem to be getting back to "normal" I am once again looking into my options there. I am not new to the ex-pats scene since I spent a few years in Panama but it wasn't actually what I expected and found that for the most part, the cost of living has gotten rather expensive just to mention one reason.
I have in the past traveled a lot internationally but so far not Colombia so I am considering a visit there for about 10 days in May to check things out. I plan on a stay in Medellin perhaps but checking out some of the smaller cities also. I have a gringo friend that lives in the Medellin area but any insights or information would be appreciated.
I am retired, a young active soon-to-be 76, single now living in San Diego, Ca. If I were to actually relocate my monthly budget would be $15-600 plus several thousand for any expenditures. and looking to rent a nice one-bedroom apt in a quiet neighborhood.
