EPS... What next?

Health concerns grow for many of us as we grow older, prior to coming to Colombia, I rarely saw a Doctor, now it seems to be my second home.
My Colombian Wife and I are with SURA, until this year I couldn't fault them, the service was certainly better than I received back in the UK, but that's all changing.
My wife needs a follow up appointment with a Neuro Surgeon, this morning she contacted them for an appointment, the response "Sorry, ring back at the end of January, there maybe one in March", The Secretary then went on to offer her a private appointment at 6am this Saturday, cost $180000, I told her to take it. The reasons apparently, EPS system is not paying the Specialists, so they are cutting their EPS patient time... it doesn't help us, but can you blame them
My wife showed me a question and answer session between the Minister of Health and Public, one lady asked him how she would get a Specialist appointment under the new system, and the answer was as expected, Queue up at your Municipal Triage Clinic, they will decide if you need an appointment, and they will make an appointment. AsmyWife said, a system used before EPS which didn't work, as you had to queue, sometimes four or five hours to be seen, rain or shine, then no guarantee of a result, because many Alcaldes pocketed the budget.
