Factura Electronica

A new wrinkle. The other day I had lunch at an upper scale restaurant and a few minutes after the waiter took my order he came back with a small form he said had to be filled out for the factura electronica. It required name, cedula, address and phone number. He admitted that a lot of customers were disgruntled by the requirement. It is a new "tool" put in place by the DIAN to directly record your purchases for the purpose of declaring renta. According to DIAN this benefits the declarante by providing electronic support for your declaration. So far when shopping at Exito the cajera just asks me if I want one but doesn't obligate me to receive it and just gives me the usual paper receipt you have to present to the security individual as you leave. In some other purchasing scenarios I have been obligated to provide the information in order to receive one. What is not clear to me is why I would need a recept for my lunch as support for my declaracion de renta assuming it's not a buisiness lunch or some such. It will be interesting to see how far this goes. The link below descibes the circumstances where it's not required.
