Dogs and Dog owners in Colombia versus Canada (or Europe)

In Colombia, even in cities owners often ( but not always) let their dogs run loose and molest the pedestrians...if he bites you its your fault not the dogs even though it is against the law to have unleashed dogs.

In Canada, except out in the "boonies " dogs are always leashed in public.

And even leashed , the dogs will almost always be growling ,barking, and straining against the leash to get away from the owner to molest or even bite passing pedestrians.

In Canada, the dogs walk quitely on their leashes next to thier máster and ignore pedestrians.

In Colombia, dog owners will clean up the dog poop only when others are watching , but leave it when no one is around. Thats why there is so much dog poop around in the streets in Colombia,compared to Canada, Europe or most parts of US.
