My neighbor smokes like a chimney!

I'm so disappointed!
There is a lady living in the same complex there that is a heavy smoker.
She even smokes in the pool!
She was living a few condos away from me but now she has moved next door.
My husband just emailed me saying that she is smoking like crazy!
My lungs are very sensitive to smoking and some heavy smells.
Last year I had to make several trips to the Hospital for X-rays and a scan!
However this is not just about me!
She has caused some renters to leave the complex because either they had dogs or they had more people in their condo than they were supposed to.
I know sometimes here in this forum people talk in a negative way about living in a gated community but we live in a lovely complex with the biggest swimming pool in Guanacaste and with security 24 hours a day.
The beach is just around the corner and the people there are really nice!
Most owners are from Canada, USA,
and Italy.
There are always tourists coming and going and it's nice to be able to
get to know people from all over the world.
Especially my husband who speaks
English, Spanish,Portuguese,Italian and French!
The only negative thing is having a living chimney around!
I told the administration that they need to do something about it: either give her a letter or build a divider between my terrace and hers which is ridiculous since there are signs there forbidding smoking everywhere.
She doesn't even own property there!
When she was the president of the association she cause many people to be expelled!-However there she is breaking the law!
My Tico neighbor tells me that in Costa Rica there are strict laws about smoking!
I'm going to do a research about it!
I like to be friendly to everyone but this is about my health!
