Drinking and driving in Panama

Well I now have seen it all.Yesterday while heading towards the gate to exit Coronado ahead of me I noticed a Suzuki suv travelling at a high rate of speed on the wrong side of the road mid afternoon.Next thing I see is the driver has obviously finally noticed he is headed towards the inbound gates and at the last minute swerves to the right attempting to get into the out bound lane but his vehicle jumps the curb separating in bound and out bound.This forces the vehicle to begin to become air born and during its short flight it roles and lands sideways on the roof right in front of the Coronado Police station.I stop and the driver a mid aged man is injured and the police come running out of their station and fire trucks and ambulances are called.The amount of beer cans ,empty on the ground along with his slurred voice make everyone including the police aware his is drunk,Ah you think charges ,fines loss of licence .
Wrong because where the airborne Suzuki landed was actually on private property ,Coronado,the driver can not be charged with drunk driving so any private development is not subject to drinking and driving laws but his insurance is void because he was drunk.So to conclude this is to say that if you were involved in an accident and the other driver is drunk on a private development where the roads are part of the private development that driver is not insured and your only recourse is to attempt to sue that driver.Luckily in this particular situation only the driver was injured.If you drink don't drive....even within your development as it could cost you a lot .
