Walking larger dogs in Quito

Dear amazing forum,
I am the same chicka y maestro who emailed about bringing or selling her 2017 Fiat. My second and possibly greater hurdle is bringing my 70lb Coonhound who knows the basics but to be honest still pulls and does react to other dogs and sometimes people by barking loudly. I am in the process of training him but even if he make the plane ride in cabin as a service dog, my fear is walking him in the streets since online it looks like there is very little immediate green space surrounding the apartment buildings in Quito and several blog posts speak of packs of wild dogs. How feasible is it to assume I can safely walk my 70lb dog daily around the city and are there really "packs of dogs." How tolerant are locals of dogs who may still need some training? I am scared to try an E -collar but may consider that route bc I cannot leave my dog in the states. However, I want what is best for him as well as myself and new neighbors so...I may have to turn down a job I already committed to if life con perro grande isn't feasible. Thoughts? Experiences? I am just trying to think realistically and know Quito is not like the states.
