Work Permit Question

Hello everyone!

I have a small business, incorporated in the USA. My company has contracts with a German company located in Hamburg. To perform the duties of this contract I must provide an on-site engineer in Hamburg for about 8 months.

The engineer I want to send has a valid H1B visa to work in the US. He is a Malaysian citizen. He works for, is supervised by, and is paid by my company. He will not be compensated directly in any way by the German company.

Does this person need a work permit or is a residency permit all that is required? I have spoken with some serive providers in this area but I am not getting any straight answers.

Any and all help, comments, or suggestions is greatly appreciated.
