Cost of temporary visa at consulate offices in US

Hello,
Have a question on fees for temporary visa applications at the US consulate offices.

Is this a new policy now?

I recall back in 2017, there was no mention of an application processing fee at my nearest Mexican consulate office (Philadelphia).

The consulate office closest to me charges $40, so I guess fees have increased.

Is one of the requirements for temporary or permanent residency these days is to submit proof of domicile in Mexico?

No, not for the initial application in your home country. You will need an address when you go to your local INM office to initiate the second half of the process, but it can be an Air Bnb. You will be required to keep INM informed of subsequent address changes, however, and apparently there is a substantial fine for not doing so.
