Tenant Rights in Baja Norte

We are in our 60s in Baja Norte on a temporary residency visa. We signed a 2yr lease with a Mexican landlord who owns private property last year. Many expats have small houses there and rent the lot from the landlord.

We built a house on our lot. We have no rights to the house, but were told we could sell it and pay landlord 10% (not in writing in the lease, but other neighbors have done this).

A few months after moving there, we had a falling out with our U.S. expat neighbors (who moved there at the same time we did). Mr. & Mrs. neighbor are extremely immature, violent and sneaky. We angered them and Mr. neighbor threatened to make our lives hell. Mr. & Mrs. neighbor spread lies about us to the other neighbors and anyone who would listen.

We spent a fortune on walls and fences, but Mr. & Mrs. neighbor found ways to violate our boundaries. At one point Mr. neighbor threw large rocks at our house in front of witnesses! His wife supported his behavior and called us names when we asked them to stop throwing rocks.

We reported this shocking incident to landlord who did nothing. The neighbors continued to harass us for months, with threats & noise & lies. We continued to report the incidents to landlord in writing. One day, Mr. neighbor tried to hit my wife with his car in front of witnesses! We filed a police report (with the help of the landlord) and hired a lawyer to help us bring charges. Landlord claimed she wanted the neighbors out and offered to help us, wrote down all our information, had her sister (an attorney) advise us, but she never did anything.

Things got so bad we had to move. Now we are paying rent in two different places while working with our lawyer to find a remedy. Landlord says we are overreacting. Landlord has lied to our attorney, saying Mr. & Mrs. neighbor are nice but have bad tempers. Landlord is being represented by her sister. There is no conflict of interest in Mexico with regard to lawyers.

We think landlord should have kicked Mr. & Mrs. neighbor out after the rock throwing incident and, in fact, it's in the lease that tenants may be kicked out for criminal activity against other neighbors. But landlord supports our violent neighbors. Now landlord is claiming we owe money for services we did not authorize.

We have evidence to support all of our claims. We think the landlord is trying to kick us out and keep our house free and clear. We paid thousands for it. Do we have any rights at all?
