Cost of living

Greetings,
We are a multigenerational family planning to move to Portugal. My mother will be joining us and is hoping to either live together but best to have her own space. We have two children, 15 and 6 years old. We are wondering can our family live on a budget of $3500 a month ( that’s just us) and my mother is planning to have around $2850 per month. Is this a reality. We do not want to live in Lisbon. We are prefer nature and love to hike, kayak, and camp, and get lost on walks around towns.
We will have two dogs with us also, none of us are willing to give them up. So they shall join us. We have immigrated with dogs before so hoping it wouldn’t be too much of an issue. Any help and guidance will be appreciated.
We are open to live in any area that has nature near by vs cities. But would prefer a smaller town with medical amenities available as our son has some severe allergies and emergencies do happen. Thank you for your time.
