Accountant versed in US-PT

Hello, all :

It's going to be a long tirade and three questions.

I have recently met with an accountant who was very highly recommended and had a roster of expat clients. He, however, wasn't extremely versed in the US-PT double taxation agreement: he had to read the US-PT Tax Treaty as if for the first time, was puzzled by every other sentence (written in Portuguese!) and revealed lack of knowledge on the subject in many other ways.

With that, I have a questions:

1) Does anyone know an accountant who'd be versed in the US-Portugal double taxation issues, NHR regime, and not be overpriced, be quick to respond and commendable in all other ways?

Also, as I realized, accountants in PT file personal income tax returns by logging into the taxpayer's (client's) account at Financas and filing "as if" the filing is done by the taxpayer himself and without revealing to Financas that they're the ones who have prepared and filed the tax return on the taxpayer's behalf.

With that, two more questions:

2) Is that an absolutely common practice?

2) If it isn't, is(are) there Portuguese accountant(s) that anyone would know and be happy with and who'd do tax filings "normally" from an US taxpayer's standpoint: revealing that they are the ones preparing the filing while doing so based on the information provided by the taxpayer and not by impersonating the taxpayer with Financas at hos or her portal?
