Know where to get a cédula?

Does anyone know where to go in Cuenca to get a cédula?

I was just granted jubilado residency, and have the documentation I need, but don't know where to go in Cuenca.

The last time I was at Immigration (just to pay the final residency fee) I had to wait six hours. After getting there more than an hour before the office opened, I was absolutely the last one served.

People arriving up to three hours after I did were finished and gone before I was able to conduct my five minutes of business.

And they hadn't even wanted to let me in even though I had an "appointment".

I'd rather not try that again just to ask a simple question. I was so exhausted and hungry that day that when someone attempted to tell me what to do next, I actually couldn't understand the words.

Since then I've been all over the Registro Civil web site, GringoTree, and several Yahoo forums besides Expat Exchange, without finding any information. No one I know here has an answer either.
