Investment VISA Processing time update & Cedula query

I wanted to express my thanks to everyone who has posted information here about their visa processing experiences -- and particularly to those who have assisted me with words of wisdom and advice!

I wanted to take the time to (a) share an update of my current status and (b) confirm the next steps for processing a Cedula.

First, here's a timeline outlining the dates it took to process my investment visa in Quito:
- 9 January 2013: Submitted all requisite documents
- 6 February 2013: Received e-mail confirmation of approval (4 weeks processing time)
18 February 2013 (Mon.): Paid balance & instructed to return in four days on 21 February (Thu.) to pick up passport

Second, I am not sure what will happen on 18 February, though assume that the following will occur (and would appreciate any word from those who are familiar with this):

(1) I assume I will need to (a) file my Empadroamiento Form and (b) confirm the details on my Cedula Order form (which I submitted with my original packets of documents.

(2) I then understand that 2-4 days later I will get these forms back with an approval signature from the powers-that-be which give me 30 days to get a Cedula from the Civil Registration Office

(3) At the Cedula registration office, I understand that in addition to all the documents they require that I MAY be required to submit a confirmation form from my country noting that I am indeed single... (?). Indeed, I read that a former "affidavit" to one's single status is -- officially, at least -- not enough according to a recent change in regulations.

If anyone has any insight into these three things -- as always -- I'd appreciate it. And I of course will update my status when I'm able :-)
