forms and cost for cedula

I have received my 9-II visa, stamped into my passport, while outside the country, having applied for it in Ecuador, then left to finish a work contract out of Ecuador. I have not yet entered Ecuador with my visa, and will be doing that in June. I need to then get my cedula. A lawyer has given me the specifics for what I need to do for the cedula. My question to any of you who know, does this response from the lawyer sound reasonable? I am copying the lawyer's emai as follows:

Please be aware that as of the week of August 20, 2012, changes in the Ecuadorian Civil Registry´s internal procedures require additional documents to apply for an Ecuadorian Identification Card. We must apply for your Ecuadorian ID cards after you enter Ecuador and register your visa. As a result of the changes, we must follow these procedures in addition to the ones quoted in our original proposal:



1. We are required to present a Special Power of Attorney to represent you before the Ecuadorian Immigration Authorities. Attorney´s fees to prepare the Special Power of Attorney are $100 plus VAT and notary costs. Notary cost are about US $30 + VAT.



2. Each applicant must present an apostilled copy of his/her birth certificate. Additionally, if the applicant´s parents´ nationalities are not listed on the certificate, we must prepare an affidavit stating the parents´ full names and nationalities. Attorney´s fees and costs to prepare each applicant´s affidavit are $150 plus VAT and notary costs. Notary cost are about US $30 + VAT. This is the case of most Americans.

We kindly ask that you obtain the apostilled documents as listed above, and that you provide us with all information necessary to comply with the new procedures.
