Are 'prices' THE prices?

Hi all. I've been perusing the real estate sites, trying to get a feel for prices of homes, condos, or apartments in various locations in Ecuador.

Of course, I've found all the English-language sites, where the agents present their properties as 'luxury', 'premier', etc. and are clearly just hoping to snag a rich and dumb Americano. But, even looking at the Spanish sites, I'm finding a bewildering range of prices. Some are, I think, great values, and some are ridiculously overpriced - again only my opinion as an ignorant potential ex-pat.

So, my question is, given the variables of location, are the prices asked generally the actual prices the owners expect to get? Or, as in many places these days, are the prices open to good old bargaining? Is Ecuador experiencing such a housing boom that the prices are mostly firm, or does cash talk? I have bought many pieces of real estate for cash in the States, and I have never paid asking price, so can I expect that to also be the case with Ecuador?
