protecting yourself

Let me see if I have this right. If you are attacked like the lady with the purse in Cuenca, you just give it up with no fight. If you do fight back, besides the possibility of being injured, you might also be in trouble with the law. If you inform the local police about the attack, they will probably do nothing.
I understand that you have to deal with cultural differences when moving to a different country, but this is just nuts. Call me crazy or maybe I have lived in the usa too long, but a person should be able to protect themselves when attacked, and correct me if I am wrong, but the police are there to make sure people abide by the law and are punished if they don't do it. Talk about a catch 22!
