$772 visa overstay fine

Need intelligent help please. Went to the migracion office at 85 days of a T-3 tourist visa to apply for the extension for my handicapped father in law. I was told to come back after it expired, pay the $127 fee to purchase the extension. I said, "The day it expires or the day after?" The answer was, "Just don't wait 30 days to come in to renew." We went at 14 days and received the extension for 90 days. When Dad left on the last day of the extension he was told he could not reenter for 2 years from that day or pay the $772 for overstay AND apply at a consulate for a tourist visa, not just enter to receive it. Anyone have any HELP on this? Please don't post opinions. Looking for legitimate experience or help here. Thanks!
