police report for immigration

From what I've learned, we need to have a police report from our home country notarized and then apostilled, to obtain a visa. Is there a way for immigration to get our police reports in
Ecuador, perhaps via an Internet connection? That would seem to be more direct with less chances of fraud. I would think that a dishonest immigrant in the USA could fake a police report and notary stamp.

How does the apostille service know that the notary is trustworthy?
