Mail service

I cannot seem to get mail to get to my inlaws in Central Luzon. There is a forum topic on the gov.ph website that discusses this and most of the Filipinos blame lost or stolen mail on the Bureau of Customs. I am down about 8 letters with lotsa pictures and voice tapes. The only thing I have not done is certified or fedex which are costly for family mail. They mail me with no problem takes about 2 weeks to get their letters. Does anybody have experiences or solutions?
