The best time to visit the Philippines weather wise is Nov-Feb. The typical Philippine weather is Dry season and Wet season. Before the Volcanoes, burning oil fields and the ozone problems it hardly ever rained from Nov-May. My first year in the Phil I never saw any rain for almost 6 months during those months. Somewhere around the end of May/June the rainy or monsoon season begins and ends around Nov. April/May (Phil summer) are the hottest months and slowly it cools down every month until around late December/January when it slowly starts to get warmer again. In Metro Manila during the day it will range from the high 70's- low 80's in the cooler months to around 95/96 (35 Celsius) in the summer. It hardly ever gets hotter than 95. Humidity is the killer. During the rainy season it will rain everyday. That doesn't mean all day. It means every afternoon rain will come down. It may be a short while or may be a few hours. When there is a Typhoon then you have extended strong rains and flooding. There are usually only around 5-10 typhoons that hit ground in the Philippines every year. During a typhoon it may rain from 1-4 days straight. That is when you get all the flooding.
